Cellular Phones/Electronic Devices
Dallas ISD is implementing a new requirement in compliance with House Bill 1481, a Texas law that prohibits the use of personal communication devices on campus during the instructional day.
Students may not use personal devices, such as cell phones, smartwatches, tablets, laptops, Bluetooth headphones, or smart glasses, during the school day.
Campuses will enforce this requirement starting on the first day of school, Aug. 12, to ensure a smooth transition before the law officially goes into effect on Sept. 1.
While the law allows flexibility in how campuses store devices, all team members should be familiar with their school’s designated method (e.g., storage pouch, secured classroom bins, etc.). Devices used or visible during the school day will be subject to confiscation, as outlined in the Student Code of Conduct. Students with documented medical and/or instructional needs may be exempt.
Here are important reminders to note:

Enforcement begins the first day of school—Tuesday, Aug. 12, 2025.
Student personal devices must remain stored and off during the school day
Teachers or other school personnel should not engage in confrontation over devices, but should follow referral procedures.

Once the cell phone has been confiscated, the following procedure will be used to return the device:
* The first time a cell phone is confiscated, parents/guardians may pick it up with no fee assessed.
* The second time a cell phone is confiscated, an administrative fee of $5 will be charged before the device can be returned. Parents/guardians will be notified that the student’s device has been confiscated for the second time.
* If a cell phone is confiscated a third time, an administrative fee of $10 will be charged before the device can be returned.
* If a cell phone is confiscated a fourth time, an administrative fee of $15 will be charged before the device can be returned.
Any device not claimed by September 1 following the end of the school year will be disposed of according to FNCE(LEGAL).
Any student refusing to give the device to school personnel will be subject to Level I disciplinary actions.
THIS POLICY WILL BE STRICTLY ENFORCED BY ALL SCHOOL PERSONNEL.
All confiscated phones/electronic devices must be turned in to the principal’s office immediately, if possible, or as soon as practicable the day the phone is confiscated.
